Mr. Swe Min Zaw joined the Bangladesh Civil Service (BCS.Admin) in July 2nd 2005. His service life started as Assistant Commissioner and Magistrate at Cox’s Bazar District Collectorate.
Later he discharged other responsibilities such as NDC, LAO, RRDC, District Election Officer etc. In 2008 for a short period of time, he was transferred to Bhola District Collectorate.
Then he served in various capacities of Bandarban Hill District Council, he served as PS to Chairman, Land Officer, Officer-In-Charge of Bazar Fund Authority, Executive Officer and Chief Executive Officer of the Bandarban Hill District Council.
He worked there from 2008 to 2011. In 2011 he has been awarded with a scholarship from AusAID for higher study.
He did a Master Degree on Conflict and Dispute Resolution from James Cook University.
In 2013, he joined the Ministry of Women and Children Affairs (MoWCA) and served as Senior Assistant Secretary. Same year again he has been transferred from MoWCA to Bangladesh Parliament Secretariate.
In the Bangladesh Parliament Secretariate, he gained the knowledge and valuable experiences of Bangladesh’s Legislative process and Parliamentary proceedings, duties and responsibilities of the law makers of the nation as well as the accountabilities of the servants of the republic towards them.
Mr. Zaw served as the committee officer of the Petition Committee of Bangladesh Parliament for 5 years and was also responsible as Senior Assistant Secretary for petition section.
In 2018 he has been promoted as Deputy Secretary to government. He was assigned with a new desk as Branch head of the Regulatory Ministries Committee (RMC) of Bangladesh parliament Secretariate. During that time, he earned the experiences of functions of the parliamentary Standing Committees as he worked as the Committee secretary for the Parliamentary Standing Committee on Ministry of Food and Committee on Ministry of Jute and Textile.
In February, 2019 Mr. Swe Min Zaw posted as the Director of the Department of Shipping under Ministry of Shipping. He served there for almost one year, in March 2020 he has been transferred to Dhaka South City Corporation as Zonal Executive Officer and served there up to July,2024.
In 7thof July, 2024 Mr. Zaw joined the Local Government Division and started to work as Deputy Secretary, Policy Support-1 of policy support branch, Local Government Division, Ministry of Local Government, Rural Development and Cooperatives.
Mr. Swe Min Zaw was born in 7th July, 1978 at his village Taltali of Barguna district. He started his schooling at Satan para govt. primary school, Taltali High School, Dhaka Residential Model college and Notre Dame College. He did Honors and Masters in Social Welfare from Institute of Social Welfare and Research, University of Dhaka. Master of Conflict and Dispute Resolution from James Cook University, Australia. In service life, he attended some trainings in home and abroad specially “Leadership training” from Common Purpose, UK and Belt & Road Initiative, China.
In entire service life he has visited quite a large number of countries across the globe such as India, Myanmar, Thailand, Malaysia, Singapore, Vietnam, Philippines, China, Japan, Australia, Russia, Belgium, Netherlands, Switzerland, England, Scotland, Gibraltar, Turkey, Cameroon, Kenya, Zambia and USA.
Mr. Zaw is a happily married man and blessed with a son. His wife works very hard to support him for maintaining the day-to-day family and house matters which is the most important part of his life. He belongs to Rakhine Tribal Community and a practicing Buddhist.

International and national NGOs.Contributed in the fields of capacity Building of Staff, Counterparts, Partner NGOs, Govt. Officials, LGIs, Coordination & Liaison with Govt.
agencies, donors, Partner NGOs. Guiding and supervision of International and Local partner NGOs, Local Govt.
Institutions on Budgeting, Financial management and HR issues, staff supervision etc.
He started his carrier in CARE Bangladesh, World Bank, SDC and Danida funded projects in iDE, HYSAWA-Local Govt.
Support Unit and Policy Support Unit under (PSU) LGD.
Now, he is working as National Consultant (WASH Sector Coordination) in WASH Sector Development,
Policy and Advocacy Component of GoB-UNICEF WASH Project engaged by UNICEF in newly created Policy Support Branch (PSB) under Local Government Division.
He is experienced in developing project operational plan,
training plan, management skill in human and financial resources and overall program management working through the project cycle.
Conversant in planning, Organizing and Facilitating Meeting, Training, Workshop, Seminar, Dialogue for Partners, Govt.
Officials, preparing meeting minutes/proceedings, training/workshop reports etc. He is also conversant with developing national Policy/ Strategy/ Guidelines for WASH sector in Bangladesh.
Excellent presentation and language proficiency skill in English and Bengali. Special interest in cultural activities, especially in recitation.
