More specifically, support will revolve around implementation of the Sector Development Plan, policy review, critical analysis, drafting and updating of policies, strategies, guidelines, planning instruments, rules and regulations etc. commissioning policy and action research, facilitating policy dialogue with key stakeholders, learning generation and identification of best practices for replication and up scaling, monitoring policy implementation etc. The component will learn from review of field experiences and advocate for change at the national level. Evidence and knowledge based advocacy will be directed at effective regulation of the sector (setting rules, standards, compliance and oversight), better geographical targeting and reaching out to the poor, better targeting of resources for achieving the SDG targets.
